2008/09 Finals Schedule   (posted: 04 Nov '08)

Question - On which dates will the 2008/09 open and under-age finals be played?
Answer - With our last home & home game scheduled to finish over the weekend of 28 Feb the finals dates will be as follows -

• 2-day competition s/finals will be Sat 7 and Sun 8 Mar '09 with Mon 9 Mar as the reserve day.
• 1-day competition s/finals will be Sat 7 Mar with Sun 8 Mar '08 as the reserve day.
• 2-day g/finals will be Sat's 14 and 21 Mar '09 with Sun 15 Mar as an optional 1st day and Sun 22 Mar '09 as the reserve day.
• 1-day g/finals will be Sat 14 Mar with Sun 15 Mar as an optional alternative and Sat 21 Mar '09 as the reserve day.

Player Registration/Clearance : Hard-Copy Lodgement   (posted: 16 Sep '08)

Question - Where do I lodge hard-copy registration/clearance forms while the Registrar is interstate until 1 Oct?
Answer - With Ron Hennessey (Registrar) interstate until 1 Oct registration forms can still be posted to him and the post office will hold them until his return. Clearance applications can also be posted but if they are time sensitive (ie. relying on the 14 days automatic clearance rule) you should lodge them with the Secretary while Ron is away.

Ron will also access any emails once he returns but with the power off his facsimile machine wont be receiving. Relevant addresses are available from the "Administration" page.

2008/09 Fixtures   (posted: 15 Sep '08)

Question - When will fixtures for the 2008/09 season be published?
Answer - Fixtures can't be finalized until grading is set. With clubs continuing even now to force late withdrawals and additions 'into the mix' we are faced with the choice of being "dictatorial" or "accommodating" toward clubs that in most cases are seriously trying to ensure they can support nominated teams. It is interesting to note that those most critical of our 'accommodation' to date are from the very clubs responsible for the delay.

Insurance "Certificate of Currency"   (posted: 15 Aug '08)

Question - Our insurance expires 31 Aug and council needs a Certificate of Currency before we can access venues for 2008/09. How do I get one?
Answer - Until your club's registration renewal is submitted (including a risk management module) you wont be able to retrieve the 2008/09 certificate. With Cricket Victoria in the process of migrating their Victorian Cricket Registration (VCR) and competition management systems over to 'MyCricket' from RealSport, access to the registration process has not been available during much of the off-season period. Assurance of access by around mid August was given by Cricket Victoria in their 9 Aug emailed update.
 
Councils are aware that all affiliates are covered by the national club insurance programme and have been patient in the past while the registrations for each ensuing year are rolled over. To access your certificate -

1. go to the JLT Sport website and click on "Certificate of Currency".
2. Choose your state (Victoria) and association (BHRDCA) from the selection drop boxes then type in your club name. Click "Search Clubs" and
3. locate your club name next to your club ID number and click on it.
4. Enter your council in the appropriate field, then your email address. Click "Request Certificate of Currency - with Council notation necessary" and one will be emailed to you. Of course you can print a standard certificate online but councils require the above notation.

Loss of Time in Semi-Finals with No Reserve Day   (posted: 28 Feb '08)

Question - What happens in the 2-day grade semi-finals if play is interupted or lost on day one due to inclement weather given there is no reserve day?
Answer - Open Competition Rules: Semi-finals are played under essentially the same rules as home and home games (Rule 2), except as modified by rule 4. On the 1st day where more than 30 minutes play is lost beyond any that is able to be made up under rule 2a then the side batting 1st is entitled to batt into the 2nd day up to the innings maximum of 80(65) overs. The side batting second is then entitled to receive the remaining balance of overs on the 2nd day. The innings of the 2nd side may then continue (time permitting) to the daily maximum in accordance with rule 2(g)(iii). Where the 2nd side receives at least as many overs as the 1st side, whoever scores the most 1st innings runs wins unless an outright decision is reached. If the 2nd side doesn't receive as many overs as the 1st side and aren't all-out or passed the score, then the result is a draw - ref. rule 2(g)(iv).

Finals Dates   (posted: 07 Feb '08)

Question - Where can I find out on what dates the finals will be played?
Answer - A simple search of the news archive for "dates of play" or "finals" will display the 1 Sep '07 news item as the first and fourth ranked results respectively, listing all dates of play (including finals) for 2007/08. Alternatively, ask your club's delegate to the BHRDCA.

Players Named Against Byes, Forfeits etc   (posted: 30 Jan '08)

Question - Why doesn't the website show players named against byes, forfeits and the round declared a wash-out, for qualification purposes even though teamsheets were entered?
Answer - Games played for qualification purposes are different to those played for player statistics purposes. You can't access the former unless you are logged in to Competition Management. Follow these steps -

1. <Log in to Competition Management><Reports><Player Reports>, then
2. select "Player Qualification by Grade" or whatever report you want,
3. Select "Your CC" then click on "select",
4. Make your selections from each of the drop-down boxes,
5. Select the start and finish dates for this season (1 Oct '07 - 29 Feb '08),
6. Select which format you want the report displayed in and click "run report".

Ladders   (posted: 17 Jan '08)

Question - Why can't we have open competition ladders updated sooner after each match?
Answer - The competition rules allow home clubs until 8pm on the Tuesday following completion of each match to enter and confirm scorecards. Away clubs then have until 8pm on the Thursday to address any anomalies with the home club and provide their own confirmation. Ladders are generated after all scorecards for a round/grade, except those subject to protest under rule 12, are confirmed.

Prior to online lodgement, as is still the case with juniors, ladders were generated from the short score summary and subject to regular adjustment as errors were identified after receipt and processing of formal written match reports. With online scorecards generating ladders they are much more reliable once updated with only an occasional keystroke error or eligibility issue requiring them to be adjusted. Nevertheless, ladders could be updated earlier only if clubs become more diligent with scoring (to lessen disputed entries) and lodgement.

Insurance Premiums - VCR Compliant or Non-Compliant   (posted: 15 Jan '08)

Question - As club Tresurer I have just received an account for our insurance premium which is listed as being "Not VCR Compliant". What does this mean?
Answer - Club fees for insurance are simply on-charged to clubs by the association based upon Cricket Victoria's charges against us, which are itemized relative to each club and their compliance with the VCR requirements at the 'trigger' dates.

If your premium is listed at the price for being non-VCR compliant it means that Cricket Victoria has deemed your club to have not been fully compliant with VCR requirements by their stipulated dates. To have been fully compliant clubs needed to complet all the requirements before specified deadlines as follows -

1. Obtain your user name and password if you didn't already have one.
2. Enter your club profile and
• Cricket census information (including the number of teams your club has).
3. Complete the Risk Management Questionnaire
• At this point you were able to retrieve a copy of your club's Certificate of Currency for Public Liability insurance.
4. Complete and upload your club's participant registrations for all 2007/08 players (vet's/snr/jnr/milo ...), volunteers, administrators etc.

Any club not having completed steps 1, 2 and 3 by the Cricket Victoria deadline of 22 Oct '07, and step 4 by 31 Oct '07, was deemed by them to be VCR non-compliant and consequently not eligible for the lower rate. Any further enquiry in this regard should be directed to John Watkin at Cricket Victoria.

General Cancellation of Play   (posted: 17 Dec '07)

Question - It's been raining since yesterday over most of our region so how do I find out if play is cancelled and will we still have to pay the umpire if he attends?

JLT Sports Insurance Cover   (posted: 31 Oct '07)

Question - Where can I find out what is covered by the cricket club insurance programme?
Answer - Any information you need regarding the Australian Cricket National Club Risk Protection Programme is accessible from their home page.

VCR & Online Score-Cards   (posted: 02 Oct '07)

Question - I am supposed to be entering player registrations and match reports online, what's the story?
Answer - Victorian Cricket Registration (VCR) is the participant registration system introduced prior to last season by Cricket Victoria. With the move to full score card entry online by the BHRDCA this season replacing traditional match reporting, club volunteers responsible for administering registrations and results entry need to be sure they know what's what.

Registration:
You still need to register new players on the traditional BHRDCA form which is available from the website and has been updated to accommodate all players (senior & junior). Any players that have not already registered with a signed BHRDCA form submitted to the registrar must do so in addition to the club entering them in the VCR online system.
 
Players that have been previously registered (ie. last season), and for whom the association holds a signed registration form, don't need to submit another. Also, there is no requirement for clubs to update and return a bulk list of previously registered players. You will however need to do this online by simply selecting those players on the system for last season that intend continuing this season and renew their registrations for 2007/08. Any that have been registered previously but not entered into the online system must be added for round one of 2007/08. For player registration these steps need to be completed by the same due dates as in the past with traditional forms.

Online player registration is mandatory for all senior and junior competitions and, together with the online registration of all veterans and non-competition participants (ie. Milo 'Have-A-Go', Under 10, Club officials, Team Managers, Coaches, Directors, Office Bearers, Volunteers etc), provides insurance cover for your club and its members.

Clearance:
Clearances must still be completed in the traditional manner using the approved form available online from our "Forms" page. The ability to request the transfer of player profiles online is simply a system requirement and does not facilitate a bona fide clearance. It does however provide club and association administrators with accurate information about player movements, readily identifing those who need clearances and have not obtained them.

Results:
Only open competitions (home clubs) will be required to provide full score card entry online with the Competition Management system to replace traditional match reports this season. Juniors will continue lodging match reports in the same manner as last season.
 
All team scores are still to be phoned-in after each days play as required by the home clubs.
 
Both clubs must assign their team squads online by 8pm on the day following day one of each match so the home clubs can enter match stat's.
 
Whoever is responsible at your club for online lodgement of open competition match reports (full score cards) will need to be registered in the VCR system and have access to competition management activated so they can use the competition management system.

Log in:
If you are the person responsible at your club for entering registrations into the VCR and/or online match reports to competition management you need to make sure your club secretary has obtained for you a user ID and password from Cricket Victoria (or the BHRDCA). Your own VCR registration also needs to be current for 2007/08 as an administrator. Your secretary will then contact the BHRDCA secretary to arrange for your access to be activated. The same user ID and password gains access to both the VCR and results systems. Please note the following log on pages -

Question - Which playing surfaces are currently approved by the BHRDCA for use in competition?
Answer - Turf and the synthetics, Simpson Turf and Maddocks All-Season Pitch.

Insurance   (posted: 01 Sep '07)

Question - As a club secretary how do I obtain a copy of our public liabilty Certificate of Currency?
Answer - After you have completed the insurance registration process, annual cricket census and a brief risk assessment survey your certificate of currency can be obtained online, or alternatively by facsimile from JLT Sport.

Batters Backing Up   (posted: 05 Mar '07)
(refer to Law 42.15).

Question - How far is the bowler's end batter permitted to back-up?
Answer - as far as you like but the bowler is permitted to run-out any such batter prior to the delivery stride.

At a recent Delegates' meeting the question was asked, which umpire has the call of no-ball where -

1. a delivery passes the striker at or above waist high on the full?
   Answer - Either umpire   [Rule 8.(a)],   or
2. in a 1-day game, a delivery passes the striker above shoulder high either on the full or having pitched?
   Answer - *Either umpire   [Rule 8.(c)].

In both cases the height of a delivery is taken as it passes the striker standing upright at the crease.Although the striker's end umpire is clearly better positioned to gauge all calls involving the height at which a ball passes the striker, the Laws of Cricket provide a variance which is negated by our local rules (as above).* A requirement under the Laws of Cricket for the bowler's end umpire to engage procedures that deal with 'dangerous and unfair bowling' (Law 42.7) still applies.
